A Declaration of the Independence of Cyberspace

In the article A Declaration of the Independence of Cyberspace by John Perry Barlow he talks about a world where there is no elected govenment, no moral rights to rule, and no method of enforcement. It seems to me that cyberspace is in its own world. "This goverance will arise according to the conditions of the world, not yours, our world is different" (Barlow).
"Cyberspace consists of transactions, realtionships, and thought itself, arrayed like a standing wave in the web of our communications, Ours is a world that is both everywhere and nowhere, but it is not where bodies live"
It seems that cyberspace is a world where everyone is equall and not based on race, economic power. That people can be open and express their feelings without fear. "Your legal concepts of property, expression, identity, movement, and context do to us apply, they are based on matter, and there is no matter here"(Olen).
This article states that cyberspace is a totally different world then our world.
